Ukraine should join the programme “Open Sky”

The country has all chances to acquire this status already next year, said the Deputy Prime Minister of Ukraine for Euro 2012 Borys Kolesnikov during the solemn welcome at the International Forum “AEROFORUM.UA” in Kharkiv. Today Ukrainian passengers pay for 100 kilometres of the flight 22 euros, while, for example, in Germany, this amount is half as much, said Borys Kolesnikov.

The programme “Open Sky” suggests equal competitive conditions for airlines of different countries which take part in it. Moreover, according to this programme, airlines can fly without the permission which must be obtained in each country, but according to the general air service scheme.

The Open Sky Agreement was adopted on 24 March 1992 in Helsinki by 27 member-countries of the OSCE. The purpose of the Agreement is promotion of confidence building among states through improvement of mechanisms of monitoring the military activity and observance of existing agreements in the sphere of arms control. The Agreement establishes an open sky regime, which aims at providing the opportunity for its participants to perform trial flights over each other’s territories. So far, the agreement has been  signed by more than 30 states.
